WHAT IS CIVIC ENGINEERING?

Civic engineering is all about connecting people to systems of power, giving communities access to tools, processes, and platforms that make democracy accessible, transparent, and effective.

Whistlestop is dedicated to fostering a strong civic culture in San Antonio by empowering groups with the infrastructure and policy they need to be successful.

RECLAIMING COMMUNITY POWER

We believe strong communities are built when residents have a real seat at the table.  Whistlestop supports neighborhood-driven solutions, uplifts local leadership, economic growth, and promotes genuine public engagement across San Antonio.

OUR MISSION

To support community-led engagement, advocate for public policy that reflects local needs, and encourage investment that benefits residents without displacement.

OUR VISION

A San Antonio where every neighborhood has the opportunity to thrive—through meaningful involvement in local decisions, access to lasting investment, and the ability to grow without being pushed out.
